Recommendations Due This Month on Frontenac Development, Reliance Bank

A consultant's preliminary recommendations to the Frontenac planning and zoning commission are set to come this month.

While a consultant prepares land use recommendations for a chronically vacant building on the corner of Lindbergh and Clayton roads, the building itself has been cleared out completely and a rendering of a new branch has appeared on its windows.

The project sits idle after the at that corner.

City administrator Bob Shelton told Patch the city's planning and zoning commission expects to get prelimimary recommendations from the consultant, PGAV Planners, at its meeting on Sept. 25.

The moratorium has from the branch located at 10401 Clayton Road.

"The consultant will review land use recommendations for the corner property (at 10301 Clayton Road) as well as properties to the west," Shelton said. Those properties are at 10315, 10331 and 10333 Clayton Road. "At the same time, a planning study is under way for the former Ladue Early Childhood Center, which the school district has up for sale and four residential properties adjacent to the school along Spoede Road."

Reliance has expressed alarm about the holdup. In an article last month in the St. Louis Business Journal, the president of bank holding company Reliance Bancshares Inc. said the property was very important to the bank.

“We’re ready to move to the next phase beyond conceptual design work, and we have approval from (Missouri) regulators to move,"  Allan Ivie told the newspaper.

A rendering of the building with the Reliance brand has appeared in the windows of the corner property, complete with a revamped cupula over the main entrance. The main floor of the building has been completely cleaned out and a wooden staircase reaches up into the second floor/attic space.
